While I believe that each community does have a different set of rules, I don't believe that you would have to be a member of these specific communities to vote.
Friending the comm makes it easier for you to keep up with the updates, which I happen to really enjoy. Perhaps watching the community if you don't want to join it? :)
As for voting and icon knowledge, I've never seen a community where a vote wouldn't be counted UNLESS you participated. Because they're asking for your opinion. And if what you don't like about an icon is that it's "too dark", you can just say that. It's the reason why you wouldn't use the icon, or you would be less likely to pick it up than another one.
